Every year, the arrival of the State Budget Proposal (Draft Law no. 110/XVII/2.ª) generates the same concern among small and medium-sized enterprise owners: how much will next year cost me in wages, taxes, and red tape?
With inflation projected at 2.3% and the expected rise of the National Minimum Wage (RMMG) to €970 in 2027, the pressure on SME cash flow continues to demand surgical planning. However, the 2027 proposal brings significant relief to reporting obligations and renews strategic incentives to reward teams and protect companies in less favourable years.
To ensure your company is not caught off guard, we have prepared a clear guide on what really changes in accounting and taxation in 2027 and how you should prepare starting now.
1. Administrative Burden Relief: PDF Invoices, Inventories, and SAF-T
For the daily administrative and accounting operations of SMEs, the big news is the postponement of several obligations that threatened to increase operational and software costs:
- PDF invoices remain valid: Until 31 December 2027, invoices in PDF format continue to be accepted and considered electronic invoices for all tax purposes.
- Electronic invoicing to the State postponed for SMEs: Micro, small, and medium-sized enterprises remain exempt from electronic invoicing in public procurement until 31 December 2027.
- Exemption from Valorised Inventories: All taxpayers are exempt from reporting valorised inventories for 2026, as well as all companies not required to maintain a permanent inventory for the 2027 period.
- Accounting SAF-T only in 2029: The submission of the accounting SAF-T (PT) file (for pre-filling Annexes A and I of the IES) is once again postponed, applying only to the periods of 2028 and subsequent years (to be submitted in 2029).
2. Wages and Bonuses: The benchmark shifts to 4.5% (but watch out for restrictions)
If you intend to increase wages or award bonuses to your team in 2027 without being overwhelmed by the tax burden, the threshold required by the State drops slightly from 4.6% to 4.5%:
- Wage Valuation Incentive (IRC): Companies that increase average annual base remuneration by at least 4.5% continue to be able to mark up these costs under Corporate Income Tax (IRC) (note: this benefit expires on 31 December 2027).
- Balance Sheet Bonuses and Gratuities exempt from IRS and TSU: The possibility remains to pay productivity, performance, profit-sharing bonuses, or balance sheet gratuities (for employees or members of statutory bodies) exempt from IRS and Social Security, up to the limit of 6% of the employee's annual base remuneration.
Note: There are many restrictions blocking the benefit for SMEs, causing many companies to be unable to benefit from these regimes.
3. IRC: The brake on the aggravation of Autonomous Taxation
In a demanding economic scenario, having a year of tax loss is already tough enough on the cash flow of a small business without the State aggravating the bill on company vehicles, per diems, or representation expenses.
The 2027 State Budget proposal maintains the suspension of the 10-percentage-point aggravation in Autonomous Taxation rates for companies with tax losses in 2027, provided that one of the following conditions is met:
- The company is in the year of starting activity or in one of the following two years; or
- It has obtained taxable profit in one of the previous three years and has submitted Model 22 and the IES for the previous two years within the deadline.
4. Opportunity: Housing for workers with double benefit
For companies facing difficulties recruiting or retaining talent due to the cost of housing, the 2027 State Budget proposes a very attractive tax incentive during the year 2027:
- Exemption for the worker: The provision of permanent residential housing provided by the company (benefit in kind) is exempt from IRS and Social Security contributions, up to the rent limit value established in the Rental Support Programme.
- Bonus in IRC for the company: If your company owns, acquires, builds, or converts properties for employee housing under this scheme, it can apply a depreciation rate corresponding to double the maximum tax rate permitted.
- The red line: This regime cannot be applied to partners or managing partners who hold, directly or indirectly, 10% or more of the company's share capital or voting rights.
5. Other support and high-impact updates
- Relief in IRS and Minimum Existence: IRS brackets are updated by 3.88%, accompanied by a slight reduction in standard rates up to the 6th bracket, while the reference value of the minimum subsistence level rises to €13,580.
- Agricultural and Transport Sector: The VAT exemption on fertilisers, soil improvers, flours, cereals, seeds, animal feeds, and glass bottles remains in force for 2027, as well as the extraordinary support scheme for agricultural production and the subsidy for coloured and marked diesel for small farmers and fishers.
- Investment and IMT: SIFIDE II (incentive for Corporate R&D) is extended for another year (until 2027) and IMT brackets undergo an update of 2.3% to accommodate inflation.
How should your company prepare right now?
Tax success in 2027 is not decided when you file your IRC, but rather in the management decisions you make at the beginning of the year. To protect your cash flow and take advantage of all legal opportunities, we recommend three immediate steps:
- Simulate the 2027 Wage Budget: With the Minimum Wage heading towards €970, calculate the impact on your payroll right now and assess whether a structured 4.5% adjustment to the company average allows you to unlock IRS and Social Security exemptions on annual bonuses without breaching the rules for lower brackets.
- Ensure Reporting Compliance: Remember that a single delay in filing Model 22 or the IES makes your company lose protection against the 10-percentage-point aggravation in Autonomous Taxation should you have a loss-making year.
- Plan the Distribution of Gratuities: If you intend to award bonuses to employees or management with exemption up to 6% of base remuneration, the salary structure must be designed right in the first quarter to ensure that all requirements of Article 19-B are met to the cent.
