The year 2026 presents itself as a turning point for the Portuguese business sector. With the coexistence of calls under Portugal 2030 and the RRP (Recovery and Resilience Plan) , companies have rare windows of opportunity at their disposal to finance their modernisation, expansion, and energy transition. However, technical complexity and strict deadlines demand a clear strategy. In this guide, we detail the main open calls and those that are about to emerge on the horizon. Portugal 2030: Territorial-Based and Human Resources Incentives Territorial-based incentive systems are fundamental for SMEs operating outside major urban centres, aiming for economic cohesion and regional value creation. Zones and Strands with Open Calls: SICE – Productive Innovation (Low-Density Territories and Other Territories): Applications open until 30 September 2026. ⚠️ Important Note: This strand requires a minimum investment of €300,000.00 per project for large-scale industrial modernisation or expansion. Support for Job Creation and Micro-entrepreneurship (IT): Cávado Intermunicipal Community (CIM): Applications open until 30 September 2026. Terras de Trás-os-Montes CIM: Applications open until 30 September 2026. Ave CIM: Applications open until 16 October 2026. Circular Economy (SI) – Centro Region: Support for sustainability and resource efficiency projects with applications open until 30 October 2026. Alentejo (Territorial-Based): Applications open until 01 September 2026. Médio Tejo (Territorial-Based): Applications open until 30 September 2026. Algarve: Territorial-Based and SITCE (Circular Economy) strands open until 15 January 2027. Centro Region (RHAQ): Recruitment of Highly Qualified Human Resources in Low-Density Territories and Other Territories. Applications open until February 2027 (now covers remote work, provided the on-site regime predominates). Azores (Construir 2030): "Young Investor" and "Small Businesses" strands with applications open until 30 November 2026. What is funded? As a general rule, these systems support the acquisition of machinery and equipment, software, consultancy services for innovation, and even refurbishment works aimed at increasing production capacity or improving processes. 2. Access our Free Technical Summaries Our team has prepared detailed measure factsheets and technical summaries on these strands (including "Agricultural Modernisation"). Upcoming Calls Expected in 2026 A company's commercial planning must anticipate calls that have not yet opened. Cooperate Business closely monitors the official calendar: SICE – SME Qualification: Individual Operations scheduled for October 2026. SIID – Business R&D: Individual and Co-promotion Operations scheduled for September 2026. SITCE – Climate and Energy Transition: Simplified regime operations (Algarve) with opening expected in May 2026 (awaiting calendar update from the managing authorities). 4. Checklist: How to prepare your company for an application? A successful application begins long before the call opens. These are the four pillars you must ensure: Cleared Status: Ensure the company has no outstanding debts to the Tax Authority or Social Security. Investment Strategy: Clearly define which equipment or improvements are required and their impact on turnover. Budgets and Plans: Have up-to-date quotes and a solid business plan (for productive innovation cases). Regional Alignment: Verify whether the headquarters or investment location coincides with the call's priority regions. 5. Monitoring of Calls in the Process of Opening The Cooperate Business team keeps the following incentive systems under review: Territorial-Based SI: Tâmega e Sousa. (Note: The calls for AMP [Porto Metropolitan Area], Douro, and Alto Minho have been temporarily removed from the official roadmap, awaiting a new schedule). RHAQ – Recruitment: Support for the recruitment of Highly Qualified Human Resources for Alentejo 2030 and territories not classified as Low-Density. SIAC – Algarve: Qualification strand expected in September 2026. Circular Economy: Strands for Alentejo expected in September 2026.
